The purpose of this is so that a slightly roughened surface is created onto which a conditioning liquid is then applied which is meant to assist in the adhesion of the bonding material.
Once this is completed and the tooth is ready, the resin (think of it as a putty-like material) can then be adhered to the tooth and shaped into an appropriate shape. This resin is then hardened via a UV light. Once the resin has fully hardened, Dr. Seguin can then move to the finishing touches before a polish is applied to the newly bonded tooth. Nobody will ever be able to distinguish this cosmetically altered tooth from surrounding natural teeth.
